Pursuant to Article 17.7. of the CAFTA-DR, any person of a Party may file a submission asserting that a Party is failing to effectively enforce its environmental laws.
In general terms, per the Working Procedures, a submission:
Submissions should not exceed 20 letter sized pages, excluding exhibits or appendices containing documentary evidence or other factual information in support of the submission.
The SEM may consider a submission if it complies with the admissibility requirements contained in Article 17.7.2. of the Agreement.
The SEM recommends reviewing Chapter 17 of the Agreement and the Working Procedures prior to filing a submission.
