On February 8, 2024, Ernesto Inoa, in his name and on behalf of the collective "Grupo Ecológico Mundo Libre", filed a submission to the Secretariat for Environmental Matters of the Free Trade Agreement between the Dominican Republic, Central America, and the United States of America - DR-CAFTA (SEM), in which he asserts that the Dominican Republic is allegedly failing to enforce its environmental legislation effectively.

In the submission identified as CAALA/24/001 Río Yaque del Norte, the submitter denounces the alleged contamination due to the dumping of solid and liquid wastes in several points and tributaries of the longest river in the country. In his opinion, this derives from a generalized problem of garbage and solid waste disposal in the area.
